Shouldn't Maternal Comfort be a Poké-POWER instead? Poké-Powers usually are special abilities which can be used as often as you like during your turn, no matter if their owner is Active or benched. You could also leave a Poké-Power away if you wanted. But Poké-Bodies usually have automatic effects which count no matter if their owners are Active or benched and you cannot do anything against it even if you wanted. Maternal Comfort is an active action you can use once each turn. (The way you described it also says that even if you have two Cup Cakes Maternal Comfort can still be used only once each turn.)
